About the speaker:
Walter has served as President of the Udalls Cove Preservation Committee (UCPC) since 2002. UCPC
was founded in 1969; its mission is the conservation, preservation and restoration of the remaining
undeveloped wetlands and wooded uplands in the Udalls Cove watershed. Walter also serves as
President of the Westmoreland Association, a homeowners group for the historic Westmoreland
neighborhood.
He is an avid kayaker who paddles frequently in Udalls Cove and Little Neck Bay. In his professional
life, Walter serves as Deputy Regional Administrator of the Region 2 office of the U.S. Environmental
Protection Agency. He has worked for U.S. EPA since 1975, and during the current presidential transition
period he is serving as Acting Regional Administrator. A lifelong Queens resident, he grew up in
Douglaston and now lives in Little Neck with his wife Vivienne Lenk and their daughter Elana Mugdan (a
prize-winning author in the young adult/fantasy genre).
